High Court classifies air pollution as emergency in Capital

The Delhi High Court has recently observed that air pollution in the Capital is of an emergency nature. The Court has also put this down to a lackadaisical attitude of authorities.

The Court has observed how such a situation would not have arisen if there were proper laws and rules to prevent degradation of the environment. The bench comprising of Justices Sanjeev Sachdeva and Badar Durrez Ahmed talked of how legislations were already present for ensuring air quality maintenance but they were not implemented by departments and officials in place for the same. The Court has directed adherence to rules by all concerned authorities including the DPCC (Delhi Pollution Control Committee).

The Court referred to PM 10 and PM 2.5 and how their levels should not be crossing 100 and 60 microgram per cubic meter every day respectively. However, as per DPCC stations, current levels exceed 400/500. The Court has asked for a weekly chart of pollutants between October to February for all years between 2011-15. DPCC has also been asked to provide details of action taken against violations in this period. The Court talked of greater need for discipline amongst Delhi residents.

While Delhi-NCR’s recent diesel vehicle ban for three and a half months and the odd-even rule have found support, many feel that ancient 2nd hand cars in Delhi with diesel engines should be phased out instead of targeting new vehicles with upgraded emission systems and cleaner technologies.
